Frank began his career in 1985 as a reservoir engineer with Shell in Houston. During his tenure with Shell, Frank was involved with waterflood operations, CO2 enhanced recovery operations, unitizations, HPHT gas production, acquisitions and divestitures, and managing Shell’s non-operated holdings in west Texas.

While at Shell, Frank attended classes at South Texas College of Law Houston at night, graduating with a J.D. degree in 1999 and was admitted to the Texas Bar in 2000.

Frank left Shell and worked for various small independent oil & gas companies in positions of increasing responsibility. It was during this time that Frank honed his skills both as a reservoir engineer, attorney, and as an O&G businessman.

In 2020 Frank resigned his position as Vice President Engineering at Penn Virginia to begin his own consulting practice.

Frank received his B.S. in Petroleum Engineering from Texas A&M University in 1985. He is a licensed professional engineer in the state of Texas, in addition to being licensed to practice law in the state.
